All care delivered falls strictly within the scope of domiciliary personal care.

The premises are used solely for:

  • Care coordination

  • Staff supervision

  • Training

  • Governance and audit activity

  • Administrative functions

No personal care is delivered from this location and no service users attend the premises for treatment or care. The manager manages no other locations.

 

5. Hours of Operation

Office Hours: Monday to Friday, 9:00am – 5:00pm

 

An out-of-hours on-call service operates 24 hours per day for service users to ensure continuity of care and emergency support.

 

6. Geographical Area Covered

 

Primary Service Area:

  • Thanet District including Ramsgate, Margate, Broadstairs, Cliftonville, Westbrook, St Peters and Westwood Cross.

 

Extended Area (subject to risk assessment and workforce capacity):

  • Deal

  • Dover

  • Sandwich

  • Canterbury

  • Whitstable

  • Herne Bay

 

Expansion will only occur following:

  • Documented workforce capacity review

  • Risk assessment

  • Governance approval

  • Confirmation that quality and safety can be maintained

 

Safety will never be compromised for growth.

 

The service user bands listed above mirror exactly the service user groups selected within the Care Quality Commission registration application. OCWJ Care Group Limited will only accept packages of care that fall within these declared service user bands and where staff competence, training and governance oversight can safely meet assessed need.

 

Where an individual’s needs fall outside the declared service scope, care will not commence until appropriate referral, specialist input or multi-disciplinary planning is agreed. This ensures safe practice, regulatory compliance and protection of individuals from inappropriate or unsafe care provision.

 

7. The People We Support

OCWJ Care Group Limited supports adults aged 18 and over, including:

  • Older people

  • Adults with physical disabilities

  • Adults living with dementia

  • Adults with sensory impairments

  • Adults requiring reablement following illness or hospital discharge

OCWJ Care Group Limited does not provide:

  • Complex nursing care

  • Specialist behavioural or forensic services

  • Advanced clinical interventions

 

If needs exceed the scope of personal care, referrals will be made to appropriate health or specialist services. OCWJ Care Group Limited is not registered as a specialist learning disability or autism provider and does not deliver regulated treatment or specialist behavioural interventions.

 

8. Description of Services Provided

 

Personal care may include:

  • Washing, bathing and personal hygiene

  • Dressing and grooming

  • Continence care

  • Mobility support and transfers

  • Medication prompting, assistance or administration (where assessed and agreed)

  • Nutritional support and meal preparation

  • Emotional support and companionship

  • End-of-life personal care (non-nursing)

 

All care is delivered following:

  • A comprehensive needs assessment

  • Individual risk assessment

  • A personalised care plan

  • Consent confirmation

  • Mental Capacity Act principles

  • Regular review

9. Person-Centred Care Approach

 

Care planning begins with listening.

 

At assessment we explore:

  • What matters to the person

  • Their daily routines

  • Cultural and religious preferences

  • Communication needs

  • Lifestyle choices

  • Goals and desired outcomes

  • Family involvement preferences

 

People are involved in:

  • Review meetings

  • Decisions about staff changes

 

No care begins without agreement to the care plan.

 

Consent is ongoing and confirmed at each visit.

 

10. Safeguarding and Protection

 

OCWJ Care Group Limited operates a zero-tolerance approach to abuse, neglect or improper treatment.

 

Safeguarding systems include:

  • Safer recruitment in line with Regulation 19

  • Enhanced DBS checks

  • Staff safeguarding training

  • Clear reporting pathways

  • Immediate escalation procedures

  • Partnership with Kent Adult Social Care

 

Safeguarding concerns are reported in line with Section 42 of the Care Act 2014 and CQC notification requirements. At commencement of regulated activity, OCWJ Care Group Limited will operate with a core management structure consisting of the Registered Manager/Nominated Individual and a small team of safely recruited and trained care staff sufficient to meet the initial caseload. Staffing levels will increase proportionately in line with assessed need, safe rostering requirements, supervision capacity and governance oversight. Growth will remain controlled and directly linked to Regulation 18 (Staffing) and Regulation 17 (Good Governance) to prevent workforce strain, ensure continuity of care and maintain safe service delivery at all times.

 

11. Governance and Quality Assurance

 

OCWJ Care Group Limited operates a structured governance framework aligned with Regulation 17 (Good Governance).

 

Governance systems include:

  • Monthly care plan audits

  • MAR audits

  • Incident and safeguarding review

  • Staff supervision and appraisal

  • Training matrix monitoring

  • Complaints analysis

  • Service user feedback review

  • Annual policy review

Quality assurance is not reactive — it is continuous.

OCWJ Care Group Limited operates in accordance with a comprehensive suite of policies including Safeguarding, Safe Recruitment, Consent and Mental Capacity, Medicines Management, Infection Prevention and Control, Positive Behaviour Support, Restrictive Practice, Complaints, Equality and Good Governance. Policies are reviewed annually and are available upon request.

OCWJ Care Group Limited will only accept packages of care within its declared service user bands and where it can evidence staff competence and governance capacity to deliver safe, person-centred care. The provider has secured sufficient financial resources to support the safe delivery of regulated activity. Start-up costs, insurance, training, governance systems, compliance infrastructure and working capital were fully funded prior to commencement of trading. Financial forecasting demonstrates sustainability under conservative growth assumptions, ensuring fair staff pay, safe staffing levels and continued regulatory compliance. Financial viability is monitored as part of governance oversight to prevent operational instability and protect service users from risk associated with financial failure.
